A channel manager is the person responsible for ensuring that all messages sent to a channel get properly addressed. 

This user will automatically be notified if a message is received from an unknown email address, and can then decide who to assign the message to. 

The channel manager will also be notified if a message has an Open status for longer than 48 hours so that he or she can either respond, ping the assigned user, or update the message's status.
